Motor Vehicle Administration

The Challenge
The State of Maryland's Motor Vehicle Administration (MVA) needed to almost double the space at their existing Kenilworth Mall location to accommodate their increase of customers.  The real estate manager for the MVA had decided not to renew their current lease with the mall due to lack of additional space available.  The MVA put out a RFP for up to 8,000 sf of retail space in a mall or strip center environment with strict geographical boundaries.  After the RFP failed to locate any viable alternatives, MacKenzie Retail contacted the MVA procurement agent directly and offered to take a survey of the desired area and all available retail space to fit the requirement.  The results of this survey found spaces were either too small or had insufficient parking infrastructure to accommodate the almost daily 600 transactions.

The Solution
MacKenzie Retail convinced the MVA to expand their boundaries by 10 blocks to include North Plaza Mall after proving that the demographics were similar to their original target area.  However, the problem was that the available space was behind two other retailers which would leave the MVA with a back entrance, no exposure and would be difficult to find.  Continental Realty, who owns and manages the project, along with MacKenzie, proposed building a 90 foot corridor to the space, thus creating the necessary access and signage, as well as a place to house Kiosk stations for "express" type transactions.  This corridor was predicated on the landlord's ability to successfully convince the adjoining tenant to give up the necessary square footage to make this work.  All parties agreed and the MVA opened for business at North Plaza Mall in Fall 2005, meeting the schedule put forth in the original RFP.
